  "content": "<p>I'm looking for clarification on the paper submission process. </p>\n\n<blockquote>\n  <p><em>Anyone interested in being considered for a stipend should submit a paper (up to 10 page IEEE 2-column format through the online submission portal) no later than September 20th, 2016.</em></p>\n</blockquote>\n\n<p>With only 6 days left and the public leaderboard at 0.31 the paper can't have much in the way of top results in it at this stage.</p>\n\n<p>I've considered submitting a paper, but it seems to me it can only contain preliminary analysis and proposed methods. If a paper is accepted, can a later addendum be added at the conference for methodology and results?</p>",
