That will work ok in the editor or when you save, but when kaggle does a submission run of the notebook they change the folder(s) locations to use the private test and that folder does not contain sample_submission.csv.
\nYour code will likely work if you just change that to test.csv.
\nThe sample_submission.csv file has existed for 7 years in every competition I have been involved in - no idea why the let it out this time. Probably just SNAFU but who knows.
\nIf you need help beyond that - make your notebook shared and also you will need to share any datasets by making them public.
