You can use any model you like but it should be a multivariate model dependent on weather parameter.

The weather data can be fetched from openmeteo api.

Use 80% of the provided data for model development:

You may re-split train.csv internally (e.g., time-based CV).

Organizers will re-check on an extra private set to confirm results and enforce the rules.
