  "content": "<p>In the Rules tab, it specifically states that <strong>\"Using external data is not permitted\"</strong>. But in the Overview-&gt;Resources tab, it is stated that <strong>\"You are free to use any resource you need for this competition\"</strong>.</p>\n<p>I just wanted some clarity regarding these few questions. Are we allowed or disallowed to use external datasets? What does 'resource' mean in the statement 'free to use any resource' - does it mean blogs, codes, papers (basically any learning material) but not external datasets? Also, what are the rules for the use of pre-trained neural networks or transfer learning?</p>\n<p>Thanks in advance!</p>",
