However, for this to work I need the latest version of Pytorch using:</p>\n<p>! pip install torch==1.6.0+cu101 torchvision==0.7.0+cu101 -f <a href=\"https://download.pytorch.org/whl/torch_stable.html\" target=\"_blank\">https://download.pytorch.org/whl/torch_stable.html</a></p>\n<p>But if I am not allowed to submit a notebook using the internet then how can I get torch==1.6.0?</p>",
